The Hyderabad applicant has to choose between covering the modern city properly and building a footprint that satisfies the aspirational requirement, because both together do not fit inside three districts. Our usual recommendation is to be honest about which business you are building. A pure metropolitan advisory practice should take a single district, accept the Rs 10 lakh net worth and work it properly. A regional distributor should take one metropolitan district and two beyond it, and treat the metropolitan district as the office rather than the market. Trying to do both produces a footprint that serves neither.

The rules that apply everywhere

One correction worth making, because a great deal of published guidance gets it wrong. The registered area is not a customer boundary. IRDAI permits an IMF to solicit and procure business from all over the country, provided the business so procured is logged at the office of the corresponding insurer within its area of operation. What the three-district cap does bind is the registration itself, the offices, which need prior IRDAI approval to add, and the sales persons, who must be resident in the state of registration. So the footprint decides where you can put an operation, not who you may write a policy for.

Can one IMF cover the whole Hyderabad urban area?

Probably not as you understand it commercially. The agglomeration extends across Hyderabad district and the neighbouring districts, so reconstructing the working market can consume your entire three-district allocation and leave nothing for the aspirational district the rule requires once you take more than one. The realistic choice is between a focused metropolitan footprint and a genuinely regional one.

We serve clients in both Telangana and Andhra Pradesh. Can one registration do that?

Serving them, yes. Being set up in both, no. IRDAI permits an IMF to procure business from anywhere in the country, so an Andhra client is not off limits, but no district combination crosses a state boundary, offices stay inside the registered area and sales persons must be resident in Telangana. A genuine operation in both states therefore needs separate entities with separate registrations, Principal Officers and net worth. Where an applicant needs that, the cost usually points towards a corporate agency or broking licence instead, and it is better to reach that conclusion before the first application fee is spent.

Which is better for a pharma sector client base, IMF or corporate agent?

It depends on geography more than on sector. If your client base sits within three districts of Telangana, the IMF works and gives you up to six insurers in each line of business. If you intend to follow pharmaceutical clients to their plants and offices across several states, the geographic cap makes the IMF unsuitable and the corporate agency route, which carries no such restriction, is the better fit despite its heavier compliance.
