Karnataka has a large number of districts, so there is scope for a considered footprint, but the metropolitan area alone is not one district and planning on that basis leads to a registration that does not match the intended market.

Bengaluru raises a question worth answering honestly before anyone spends money: is an IMF the right licence for a business that intends to sell online? The answer is less absolute than most guidance suggests, because IRDAI permits an IMF to procure business from anywhere in the country. What does not scale is the operation behind it. The registration names three districts in one state, an office cannot be added without IRDAI approval, and every sales person has to be resident in Karnataka. Firms with a genuine physical presence and a regional customer base fit the channel well. Firms whose plan is a website with a national sales team usually want a corporate agency or broking licence instead, and the sooner that is said the less it costs.

The rules that apply everywhere

One correction worth making, because a great deal of published guidance gets it wrong. The registered area is not a customer boundary. IRDAI permits an IMF to solicit and procure business from all over the country, provided the business so procured is logged at the office of the corresponding insurer within its area of operation. What the three-district cap does bind is the registration itself, the offices, which need prior IRDAI approval to add, and the sales persons, who must be resident in the state of registration. So the footprint decides where you can put an operation, not who you may write a policy for.

Is Bengaluru one district for IMF purposes?

No. Bengaluru Urban and Bengaluru Rural are separate districts, so covering the city and its periphery uses two of your three. That leaves one district to satisfy the aspirational requirement, which will be somewhere well outside the metropolitan area. Applicants who plan on the assumption that the city is a single district end up with a registered footprint that does not match the market they intended to serve.

We plan to sell mostly online. Does the district restriction still apply?

Not in the way most people expect, and it is worth settling before you apply. IRDAI permits an IMF to solicit and procure business from all over the country, so a customer outside your districts is not barred. The area binds the operation rather than the customer: your registration names districts in one state, offices inside it need IRDAI approval to add, sales persons must be resident in Karnataka, and what you procure is logged through the insurer office in your area. A national digital operation run that way is awkward, and a corporate agency or broking route usually suits it better.

Can our Principal Officer be based outside Karnataka?

The registration is a Karnataka registration and the operation has to be genuinely located there, with Insurance Sales Persons holding address proof within the state. A Principal Officer who is not present in the state in any meaningful sense is difficult to justify, both at application and in the ongoing supervision the role carries. Treat the state as the real boundary of the business rather than an address on a form.
