Tamil Nadu Shops and Establishments Act, 1947
Chennai has one administrative feature that catches proprietors out repeatedly. Tamil Nadu professional tax is collected by local bodies rather than a single state department, and in Chennai that means the Greater Chennai Corporation, on a half-yearly cycle rather than a monthly one. Anyone applying a Maharashtra or Karnataka mental model to it will miss the payment dates entirely.
Professional tax through the Greater Chennai Corporation, or registration under the Tamil Nadu Shops and Establishments Act, 1947 through the state labour portal, either paired with Udyam. A municipal trade licence is a further option where your activity requires one.
Governing legislation for premises and employment: Tamil Nadu Shops and Establishments Act, 1947. Thresholds, portals and whether registration or intimation applies differ by state and change from time to time, so we confirm the current position for your specific case before you pay for anything.
Chennai's proprietor base is heavily export-adjacent, and that changes the GST calculation. Small manufacturers, knitwear and leather suppliers feeding the Tiruppur and Ambur clusters, and engineering job workers often supply exporters even when they do not export themselves. Selling to an exporter is a domestic supply and carries GST normally, which surprises people who assume anything connected to export is zero-rated. Where you do export directly, a Letter of Undertaking is essential and free.
Small engineering and job-work units around the industrial corridor, knitwear and leather suppliers, independent IT consultants along OMR, and traditional retail and trading businesses across the city.
One thing to be clear about before anything else, because almost every page on this subject is not. There is no such thing as a sole proprietorship registration certificate in India. No Act creates the entity, no registrar records it, and nothing is issued. The business exists the moment you start trading. What people mean by registration is the set of registrations under other laws that produce a document in the firm name, and what a bank actually asks for, implementing the RBI KYC framework, is two of those documents plus your own KYC and a proprietary declaration. Udyam is free and instant and makes a good first one. The second is the decision worth paying for, and taking voluntary GST purely to fill that slot is the expensive mistake this page exists to prevent.

Tamil Nadu administers it through local bodies rather than one state department, so a Chennai business deals with the Greater Chennai Corporation. It runs half-yearly, covering April to September and October to March, rather than monthly. That difference is the single most common cause of missed payments here, because software and advisers configured for the Maharashtra or Karnataka pattern simply do not look for it.
No, not as a general rule. Supplying to an exporter is a domestic supply and carries GST in the ordinary way. Zero rating applies to your own exports, not to sales made to somebody who then exports. There are specific concessional routes for supplies to certain categories of exporter, but they have their own conditions and are not automatic. Assuming otherwise is a common and expensive error in the Chennai supply chain.
It depends on the activity and the local body. The Shops and Establishments registration under the 1947 Act relates to premises and employment, while a municipal trade licence relates to carrying on a particular trade at a location, and some activities need both. Food, manufacturing and anything with public footfall are the usual triggers. We check both for your specific activity before you apply.
