The Bangalore reality

The specific Bengaluru trap is invoicing in foreign currency. A freelancer billing overseas clients is making an export of services, which is zero-rated under GST but only where the conditions are met, and which requires a Letter of Undertaking to avoid charging IGST that then has to be recovered. Foreign receipts also need proper documentation from the bank. Proprietors routinely operate for a year with none of this in place and then find their first assessment difficult. The rules that apply everywhere

One thing to be clear about before anything else, because almost every page on this subject is not. There is no such thing as a sole proprietorship registration certificate in India. No Act creates the entity, no registrar records it, and nothing is issued. The business exists the moment you start trading. What people mean by registration is the set of registrations under other laws that produce a document in the firm name, and what a bank actually asks for, implementing the RBI KYC framework, is two of those documents plus your own KYC and a proprietary declaration. Udyam is free and instant and makes a good first one. The second is the decision worth paying for, and taking voluntary GST purely to fill that slot is the expensive mistake this page exists to prevent.

I freelance for clients abroad. Do I need GST?

Probably, and for reasons that have little to do with the turnover threshold. Supplying services to a client outside India is an export, which is zero-rated but only when the statutory conditions are met, and to supply without charging IGST you need a Letter of Undertaking, filed annually and with no government fee. Without one you charge 18 per cent and spend months recovering it. Foreign receipts also need the right documentation from your bank. This is worth setting up properly at the start.

Should a freelance developer in Bengaluru be a proprietor or a company?

It depends almost entirely on who pays you. Individuals and small businesses will deal with a proprietorship without difficulty. Funded startups and multinationals frequently will not, because procurement policy requires an incorporated vendor and no documentation overcomes that. Ask two or three of your target clients what their vendor onboarding needs before you decide, because it is a more reliable guide than any general rule.

Does professional tax apply to me as a proprietor in Bengaluru?

Karnataka levies professional tax, and enrolment applies to the business itself as well as to salaried employees, with an exemption threshold materially higher than in Maharashtra. For a proprietor it also has a practical use beyond compliance, because the enrolment certificate is a government-issued document in the firm's name and can serve as the second document a bank needs.
