Gujarat Shops and Establishments (Regulation of Employment and Conditions of Service) Act, 2019
Gujarat replaced its old Shops and Establishments Act with the 2019 legislation, and the newer framework is lighter for very small establishments, where an intimation rather than a full registration is generally the route below the employee threshold. Combined with Gujarat levying professional tax, an Ahmedabad proprietor has two workable second-document routes that do not involve GST, which is a better position than an NCR proprietor is in.
Professional tax enrolment, since Gujarat levies it, or an intimation or registration under the 2019 Act depending on your employee count. Either paired with Udyam.
Governing legislation for premises and employment: Gujarat Shops and Establishments (Regulation of Employment and Conditions of Service) Act, 2019. Thresholds, portals and whether registration or intimation applies differ by state and change from time to time, so we confirm the current position for your specific case before you pay for anything.
Ahmedabad's proprietor base is trading and manufacturing heavy, and a large share of it supplies exporters or exports directly. That makes two things matter more here than in a service city. First, Udyam is genuinely valuable because the MSMED Act payment protection applies to manufacturers and service providers, and long receivables from larger buyers are the norm in the textile and chemical trade. Second, the GST question is usually settled early, because inter-state supply of goods compels registration from the first consignment regardless of turnover, and very little of Ahmedabad's trade stays inside Gujarat.
Textile and chemical traders around Narol, Naroda and the Maskati market, small manufacturing and processing units, exporters and their suppliers, and retail and food businesses across the city.
One thing to be clear about before anything else, because almost every page on this subject is not. There is no such thing as a sole proprietorship registration certificate in India. No Act creates the entity, no registrar records it, and nothing is issued. The business exists the moment you start trading. What people mean by registration is the set of registrations under other laws that produce a document in the firm name, and what a bank actually asks for, implementing the RBI KYC framework, is two of those documents plus your own KYC and a proprietary declaration. Udyam is free and instant and makes a good first one. The second is the decision worth paying for, and taking voluntary GST purely to fill that slot is the expensive mistake this page exists to prevent.

Udyam registration and GST registration carry no government fee at all. A Shop and Establishment registration, professional tax enrolment and any sector licence carry state charges paid at actuals, and a trademark application carries a government fee per class. We tell you which parts are free before you pay us for anything.
Every price above is a professional fee, excluding GST and government charges. 50% on delivery.
All fees and charges listed are indicative only and do not constitute a binding offer. Final amounts may vary depending on the volume of work and the complexity involved.
No. Inter-state supply of goods requires GST registration regardless of turnover, so the Rs 40 lakh threshold does not apply to you once you ship outside the state. For most of Ahmedabad's trading base this settles the question early, and your GST certificate then serves as the second document for the bank alongside Udyam.
It depends on your employee count. Under the Gujarat Act of 2019 the position for very small establishments is lighter than under the old Act, with an intimation rather than a full registration generally applying below the threshold. Since the position and the portal change, we confirm the current requirement for your specific case on the Gujarat labour portal rather than assuming it.
If you are a manufacturer or a service provider and you hold Udyam registration, yes. Section 15 of the MSMED Act entitles you to payment within the agreed period capped at 45 days, or 15 days where nothing is agreed in writing, with interest on delay. The buyer also loses the tax deduction for the expense until it is actually paid, which is a lever that works. Pure traders are outside this protection, so the answer turns on what your business actually does.
