Chennai employers with ten or more workers at a workplace must constitute an Internal Committee, publish a POSH policy, run awareness programmes and prepare an annual report each calendar year. For Chennai's manufacturing and IT-corridor employers, two issues dominate: counting a large contractor workforce correctly, and identifying which district a facility actually falls in.
Chennai's IT corridor and industrial belt extend well beyond the city district. Offices along the southern IT corridor beyond the city limits, and manufacturing units in the western industrial belt, commonly fall into neighbouring districts rather than Chennai district.
Since the annual report goes to the District Officer for the district in which the workplace is located, an employer with a city office and a plant outside it may have two filings with two different district administrations.
Confirm the district for each Tamil Nadu facility and the current District Officer, format and deadline before filing. No national deadline is prescribed by the POSH Act or Rules; most districts follow 31 January for the preceding calendar year as practice.
Chennai's auto, ancillary, electronics and logistics employers typically run a permanent core with a much larger contractor-supplied workforce. Under the POSH Act, the count is inclusive — contractual, daily-wage, temporary and agency-supplied workers all count, whether or not the principal employer engaged them directly.
Two consequences follow. Units that look small on the payroll are usually above the threshold. And the women in that contractor workforce are the ones most likely to need an accessible committee, which means the committee's names and contact details have to be displayed and communicated in a language they read.
Awareness programmes and the display under Section 19(b) are only effective if they are understood. For Chennai shop floors, running sessions in Tamil and displaying the penal consequences and the committee order in Tamil alongside English is both better practice and better evidence.
