In Mumbai a lapsed FSSAI licence is usually discovered by a delivery platform rather than by an inspector. The city has among the highest densities of aggregator-dependent food businesses in the country, and platform vendor systems check licence validity automatically. For a delivery-led kitchen the practical consequence of an expiry, or of a licence deemed suspended for an unpaid annual fee, arrives within days as a suspended listing, which is faster and more expensive than anything the regulator would have done in the same period.
Maharashtra's Food and Drug Administration is among the more active state food safety enforcement agencies in India, with a visible inspection presence across the city and a track record of drives against specific categories. That raises the risk attached to the trading prohibition, because an inspection while you are knowingly operating on an expired or suspended licence is the worst possible footing.
An enormous concentration of restaurants, cloud kitchens and caterers, alongside the traditional sweet and snack trade, a large distribution and wholesale layer, and food manufacturing and packaging in the Bhiwandi and Navi Mumbai belts. State licences dominate by number, with Central licences concentrated among manufacturers, importers and the larger chains.
The Mumbai problem is multi-premises drift. A licence attaches to a premises, so a chain with eleven outlets holds eleven licences, each with its own annual fee, its own return position and, on the old cycle, its own expiry date. Those dates scatter as outlets open over time. Nobody owns the schedule, because it belongs to operations at each site rather than to finance centrally. The failure is never the filing itself, which is straightforward. It is that outlet seven fell out of compliance in March and nobody noticed until a platform pulled the listing in April. A single dated schedule across every premises is the whole fix.
One correction worth making first, because most published guidance has not caught up. FSSAI renewal was abolished on 10 March 2026. A licence granted under the amended regulations is valid and subsisting until it is suspended, cancelled or surrendered, and carries no expiry date at all. If your certificate still shows one, it was issued before the change, it belongs to the old cycle, and everything below about late fees and the 180 day boundary applies to it. If it does not, what binds you instead is the annual fee and the applicable return, because missing either one deems the licence suspended and you may not trade while it is. Check which of the two you are in on FoSCoS rather than from the certificate in the folder.

The filing itself is the shorter part. Platforms verify licence validity against their vendor records, so restoration needs a valid certificate and then the platform's own re-verification cycle, which runs on their timetable rather than yours. If the licence has not yet expired, filing immediately usually preserves the listing because the existing licence stays valid during processing. Once it has expired, or been deemed suspended for an unpaid annual fee or unfiled return, you should not be trading anyway.
