CW · OVERVIEW

What DPIIT recognition means for a Delhi NCR startup

DPIIT recognition is granted by the Department for Promotion of Industry and Internal Trade under the Ministry of Commerce and Industry. It is a central process, applied for on the National Single Window System (nsws.gov.in) and administered through Startup India, and it works identically whether you are in Delhi, Kolkata, Pune, Bangalore or Hyderabad. There is no state registrar, no jurisdictional office and no government fee.

What is not uniform is the second layer. Every major state runs its own startup policy with its own funding, patent reimbursement, SGST and incubation benefits, and those follow your registered office. For a Delhi NCR startup that means the Delhi Start-up and Incubation Policy, or the Haryana or Uttar Pradesh policy for an office on those sides of NCR.

State startup benefits require the startup to be registered and operating in that state. Relocating a registered office generally means registering afresh with the new state's startup cell and forfeiting benefits already drawn from the old one.

CW · WHO IT APPLIES TO

The NCR state layer

The Delhi cabinet approved the Delhi Start-up and Incubation Policy in July 2026, with an outlay of more than Rs 400 crore over five years, starting with incubation centres in state universities, colleges and other institutions. Founder-level schemes are still being rolled out, so NCR founders should plan on central DPIIT benefits first and treat the Delhi layer as upside until a scheme is open.

Administering bodies: Startup India (central), plus Haryana and Uttar Pradesh state cells for founders registered on those sides of NCR.

Ecosystem context: Gurugram and Noida carry much of NCR's funded startup base, with Delhi's own incubator network concentrated around the university and government innovation cells.

Important for NCR: because NCR spans three states and the new Delhi policy is still being rolled out, a founder in Gurugram or Noida may have access to a Haryana or Uttar Pradesh scheme that a founder in Delhi proper cannot yet draw on. Registered office location changes the answer.

CW · DOCUMENTS

Documents required

  • Certificate of Incorporation or registration
  • PAN of the entity
  • Details of directors or partners
  • A written description of how the business is innovative or scalable - this is the part applications are actually rejected on
  • Website, pitch deck or product link where available
  • Details of any funding, awards or patents
CW · PROCESS

The process, step by step for a Delhi NCR startup

Step 1. Confirm eligibility

Entity type, age up to ten years (20 for DeepTech), turnover below Rs 200 crore (Rs 300 crore for DeepTech), and a genuine innovation or scalability case. An entity formed by splitting or reconstructing an existing business does not qualify.

Step 2. Create the NSWS account

An investor account is created on nsws.gov.in, Registration as a Startup is added under Central Approvals, and the incorporation details are entered.

Step 3. Draft the innovation description

This carries the application. A generic description of ordinary trading activity is the most common cause of rejection, and rewriting it after a refusal is harder than framing it correctly first time.

Step 4. Submit for recognition

The application is filed with supporting documents. No government fee applies.

Step 5. Receive the recognition certificate

Issued on the NSWS account once DPIIT approves. Approval time varies, and a clarification request restarts the clock, which is why the first submission has to be complete.

Step 6. Apply the state layer

Register with Startup India (central), plus Haryana and Uttar Pradesh state cells for founders registered on those sides of NCR to access the NCR incentives. This is a separate application from DPIIT recognition and is where most founders stop too early.

Step 7. Apply for the Section 140 tax holiday separately

The tax holiday is not automatic on recognition. It requires its own application and Inter-Ministerial Board approval.

CW · ONGOING COMPLIANCE

After recognition

  • Recognition remains valid until ten years from incorporation (20 for DeepTech) or turnover crossing Rs 200 crore (Rs 300 crore for DeepTech), whichever comes first
  • The Section 140 tax holiday (old Section 80-IAC) must be applied for separately and is not granted automatically

CW · WHY CORPORATEWALLA

Why CorporateWalla

We are a CA and CS practice operating under DSG CORPORATE FINANCIAL ADVISORS LLP, working with Delhi NCR founders from our Delhi office at 04, Malook Singh Marg, Arjun Nagar, Krishan Nagar, Delhi 110051. DPIIT recognition is a central online process, so location does not affect our ability to run it. What we add is the innovation description and the NCR state layer that most founders never claim.

  • We write the innovation description rather than asking you to. It is the part applications fail on.
  • We map the NCR layer, which is separate from recognition and is where the actual money sits
  • We are straight about what is operational and what is only announced
CW · COMMON MISTAKES

Mistakes we see with Delhi NCR founders

  • Stopping at DPIIT recognition and never applying for the state layer, which is where most of the funding actually is.
  • Assuming the Section 140 tax holiday (old 80-IAC) is automatic on recognition. It requires a separate application and Inter-Ministerial Board approval.
  • Budgeting for Delhi state grants before the relevant scheme under the new policy is actually open.
  • Paying someone a government fee for recognition. There is none.

CW · LOCAL SCENARIO

A Delhi NCR example

An NCR founder assumed a Delhi registered office and a Gurugram one carried the same startup benefits. Both received identical DPIIT recognition, because that layer is central. The state layer differed: the Delhi policy had no founder scheme open at the time, while the Gurugram entity could approach the Haryana state cell. The registered office decision, made for reasons of rent, turned out to determine the incentive stack.

Illustrative scenario based on typical file patterns. Not a named client engagement.

CW · FAQ

DPIIT Registration in Delhi NCR - questions we get

Is DPIIT registration different in Delhi NCR?

The recognition itself is not. DPIIT is a central authority and the process is identical nationwide, with no government fee. What differs is the NCR state layer that sits on top: the Delhi Start-up and Incubation Policy, approved in July 2026 and still being rolled out, or the Haryana or Uttar Pradesh policy for an office on those sides of NCR.

How long does DPIIT recognition take?

Our indicative service timeline is 7 to 15 days, most of it spent preparing the innovation write-up and documents. DPIIT review time then varies, and a clarification request adds to it, so no one can promise a fixed approval date.

Is there a government fee?

No. DPIIT recognition carries no government charge. Any fee you pay is for professional assistance, not to the government.

Does recognition give me the tax holiday automatically?

No. The tax holiday, now Section 140 of the Income-tax Act, 2025 (old Section 80-IAC), requires a separate application and a certificate from the Inter-Ministerial Board, and is open only to companies and LLPs incorporated between 1 April 2016 and 31 March 2030. Recognition is the gateway, not the grant.

Can I claim both central and state benefits?

Yes, they stack. But state benefits require the startup to be registered and operating in that state, so a Delhi NCR registered office is what gives you access to the NCR layer.

Who is eligible?

Private limited companies, LLPs, registered partnership firms and, since February 2026, cooperative societies, up to ten years old (20 for DeepTech) with turnover below Rs 200 crore in every year (Rs 300 crore for DeepTech), working on something innovative or scalable. Sole proprietorships do not qualify, and neither does an entity formed by splitting an existing business.
