Howrah is one of eastern India's densest engineering clusters, historically home to rail coach and crane manufacturing through Braithwaite and Burn Standard, and now to a very large base of small and medium engineering and foundry units — with WBIDC operating an industrial park in the district. Stock here is typically quantified by weight rather than by piece, held in open and semi-open yards, and mixed between raw material, castings at various stages and finished components. Jute mills across the Hooghly belt. Roughly 74% of India's jute mills sit in this region — Titagarh, Uluberia, Bali, Budge Budge, Sankrail, Kankinara and around. Raw jute, batching, yarn, cloth and bags at different stages, quantified by weight with moisture a genuine variable.

Leather manufacturers and exporters at Bantala. The Kolkata Leather Complex runs to around 4.5 square kilometres with roughly 500 units, and West Bengal accounts for approximately 55% of India's leather exports, with the complex handling something in the order of 22 to 25% of national tanning output. Stock moves through wet blue, crust and finished stages with area-based measurement rather than piece counts.

Howrah access, Burrabazar trading hours and port-facing stock

Three things make a Kolkata stock audit different, and they are all about when and how you can get to the stock.

Burrabazar can only be counted outside trading hours. During the trading day the lanes carry handcarts, porters and buyers, and a vehicle cannot get through — let alone a count team with sheets and scales. Counts here run before opening, after close, or on the market closing day. Because godowns are small, stacked to the ceiling and frequently spread across several floors or several buildings in the same lane, the counting sequence has to be planned in advance from a floor list, not improvised at the door. And because it is normal for another trader's goods to sit in your godown, separating ownership is the first step of the count, not a footnote in the report.

Howrah stock is counted by weight, and the convention is the audit. Foundry and engineering units hold raw material, castings, machined components and scrap in yards where a piece count is meaningless. The quantification convention — weighbridge, standard weight per piece, or measured volume with a stated density — has to be agreed in the scope note and recorded in the working papers, because the number means nothing without it. Access is also a factor: Howrah works are best counted on a Sunday or a holiday when the yard is not in use, and the bridge and approach roads are not what they are on a weekday morning.

Port-facing stock cannot be counted. Cargo in transit on the Hooghly, cargo at the Kolkata Dock System or the Haldia Dock Complex, cargo at a CFS awaiting clearance, and bonded stock each sit in a different legal and documentary position at the cut-off. These are reconciled to bills of lading, bills of entry, CFS records and transporter documents, and reported as a separate schedule with the basis stated. Rolling them quietly into the counted figure makes the reconciliation impossible to defend.

One more Kolkata-specific point. A great many businesses here hold stock in both Kolkata and Howrah — the office on one side of the river, the godown or works on the other. Counting them on different dates leaves a window. Counting them on the same date with parallel teams closes it, and across a river that is a scheduling decision to make in advance rather than on the morning.

How is stock counted in engineering and foundry units where everything is by weight?

On a quantification convention agreed before the count — weighbridge readings, standard weight per piece, or measured volume with a stated density — and recorded in the working papers. The convention is what makes the number defensible. A weight-based count with an unstated basis is not a verification.

How is port-facing stock handled?

It is not counted. Cargo in transit, at the Kolkata Dock System or Haldia, at a CFS, or bonded is reconciled to bills of lading, bills of entry, CFS records and transporter documents, and reported as a separate schedule with the basis stated.

Can you count our Kolkata and Howrah locations on the same date?

Yes, with parallel teams. Where stock can move between two sites on opposite sides of the river, counting them on different dates leaves a window in which a shortage at one can be covered by a transfer from the other.

Will the report be accepted by banks operating in Kolkata?
