Every employer in Delhi with ten or more workers at a workplace must constitute an Internal Committee, adopt a POSH policy, run awareness programmes and prepare an annual report each calendar year. Delhi employers carry an additional layer: the Department of Women & Child Development, GNCT of Delhi, issued a public notice on 12 June 2025 directing public sector organisations, private sector entities and their subordinate offices to register their organisational details on the SHe-Box portal.
The threshold is ten or more workers at a workplace — counted inclusively, taking in interns, probationers, contract staff and personnel engaged through a manpower agency, not just employees on the payroll. Entity type is irrelevant: private limited companies, LLPs, partnership firms, proprietorships, trusts, societies, schools, hospitals and NGOs are all covered.
Delhi's professional services, media, education, healthcare and trading businesses often run several small premises rather than one large office. That structure matters, because the Internal Committee obligation attaches to every office or administrative unit — not to the company as a whole.
The GNCT Delhi WCD notice of 12 June 2025 is unusually explicit — it extends to subordinate offices, not just head offices. For a Delhi business with a registered office in one district and operating premises in another, that means the registration exercise covers each location, and the Internal Committee details uploaded must correspond to the committee that actually serves that workplace.
Registration also requires a Nodal Officer with working contact details, who is expected to be an internal person able to coordinate with the committee.
Delhi is divided into multiple revenue districts, each with a District Magistrate who may be notified as the District Officer under Section 5. The annual report goes to the District Officer for the district in which the workplace is located — so a company with offices in two Delhi districts may have two filings, not one.
Confirm the current District Officer, submission route and deadline for each Delhi district before filing. Most districts across India follow 31 January for the preceding calendar year, but this is administrative practice, not a date fixed by the POSH Act or the POSH Rules.
A Delhi head office with satellite offices in Gurugram and Noida is dealing with three different administrations. Gurugram's District Officer has fixed a 28 February deadline with a designated email route; Noida falls under Gautam Buddh Nagar in Uttar Pradesh; Delhi follows the GNCT WCD position.
