Bangalore employers with ten or more workers at a workplace must constitute an Internal Committee, adopt a POSH policy, run awareness programmes and file an annual report each calendar year. Karnataka has been among the most active States on enforcement: the Labour Department issued directions in August and November 2025 requiring establishments to constitute Internal Committees and register the required details on the SHe-Box portal, backed by a State-wide survey through labour authorities.
Following the Supreme Court's directions in the ongoing POSH implementation matter, Karnataka directed strict implementation of the Act — constitution of Internal Committees across workplaces, a State-wide survey conducted through Labour Department authorities, and registration and compliance monitoring through SHe-Box, to be completed within a stipulated timeline.
For a Bangalore business, the practical consequence is that non-compliance is now discoverable through a survey rather than only through a complaint.
Bangalore generates two distinct POSH problems.
Startups scale past ten before anyone notices. The threshold counts interns, contract engineers and agency-supplied staff. A 30-person company that believes it has "about eight employees" because the rest are on contracts has had an Internal Committee obligation for some time. The gap usually surfaces in an investor data room, where the POSH policy, the committee constitution order and the last annual report are standard requests.
GCCs localise a global policy without localising the mechanism. A parent-company anti-harassment policy is not an Internal Committee, and a global ethics hotline is not a Section 4 committee. The statutory composition — a senior woman as Presiding Officer, at least two employee members, one qualified external member, at least half women, tenure capped at three years — has to exist in India, at each qualifying location.
Whitefield, Electronic City, Koramangala and Outer Ring Road premises generally fall within Bengaluru Urban district. Facilities towards Devanahalli and the airport belt may fall in a different district.
Confirm the district for each facility and the current District Officer submission route and deadline before filing. The POSH Act sets no national deadline; most districts follow 31 January for the preceding calendar year as a matter of practice.
The Karnataka Labour Department issued directions in 2025 requiring establishments to constitute Internal Committees and register details on SHe-Box, alongside a State-wide survey. Verify the latest departmental or district-level direction applicable to you, and treat registration as required.
Yes. Contractors, interns and agency-supplied staff count towards the ten-worker threshold.
Yes, if the workplace employs ten or more workers. Extend the policy expressly to virtual meetings and official digital channels, and deliver training online with attendance records.
No. It can sit alongside, but the Indian entity needs a POSH policy meeting Indian statutory requirements and a properly constituted Internal Committee.
Routinely. The POSH policy, the committee constitution order, training records and the last filed annual report are standard diligence requests.
